East Cliff Elementary playground work is on the Bond 2025 list; records reviewed do not confirm an opening

Gregory-Portland ISD listed playground improvements at the Portland campus for discussion and possible action under its voter-approved Bond 2025 program. The primary sources located do not confirm an opening.

Gregory-Portland ISD put playground improvements at East Cliff Elementary School on its Feb. 23, 2026, board agenda as a Bond 2025 item for discussion and possible action, according to the agenda.

The agenda lists the work under solicitation CSP 2526-05. The primary sources the GvilleTX Newsroom located establish a planned project. They do not confirm that the playground has opened, that students have used it, or how long construction took. An item listed for possible action does not by itself show board approval or finished work.

East Cliff is not a Cooke County school. A Texas Department of Licensing and Regulation project record gives its address as 1140 W. Broadway Avenue in Portland, San Patricio County.

The funding traces to district voters. They approved the $205 million Bond 2025 package on May 3, 2025, according to a July 21, 2025, board memorandum. The district's architectural-services solicitation for the bond lists a planning amount for elementary playground improvements across the program. That figure does not fix what East Cliff's playground will finally cost.

| Item | Amount |

| --- | ---: |

| Bond 2025 package, approved May 3, 2025 | $205 million |

| Bond 2025 elementary playgrounds, program planning amount | $2.5 million |

| East Cliff outdoor-learning project (separate), state estimate | $232,750 |

| S.F. Austin Elementary playground, state estimate | $400,000 |

| S.F. Austin and T.M. Clark playgrounds, contractor's combined figure | $1.5 million |

| Commodore Park, Corpus Christi, entire park project | $3.4 million |

Playground spending at the campus predates this bond. A district Facilities Steering Committee presentation ties an earlier East Cliff playground to Bond 2012.

The East Cliff outdoor-learning project is a separate undertaking from the playground. Texas records show it was registered July 30, 2025, with plans for concrete pads for learning exhibits, a native pollinator garden with signs, and a shade structure over an outdoor classroom.

Elsewhere in the district, the state record for playground improvements at S.F. Austin Elementary in Gregory shows a closed project with a completion-date field of June 29, 2023. Contractor Triun lists a combined playground job at S.F. Austin and T.M. Clark elementary schools that included drainage work and synthetic surfacing. Neither record describes East Cliff.

In Corpus Christi, the city announced Feb. 12, 2026 that construction was starting on bond-funded Commodore Park improvements. A fenced, shaded playground is one piece of a larger plan with courts, trails and parking, so the city's total is not a playground price.

The Centers for Disease Control and Prevention recommends at least 20 minutes of daily recess for elementary students, in addition to physical education, along with adequate equipment, safe facilities and trained recess supervisors. Its recess brief, citing the 2014 School Health Policies and Practices Study, reported that 49% of elementary schools used the safety checklist and equipment guidance in the public-playground safety handbook.
