Former Bowie ISD principal accused in reporting case

Bowie ISD says Joanne Keeler, a former district principal with documented school-administrator ties in Denton and Cooke County, was recently indicted and arrested over an allegation that she failed to meet reporting requirements under the Texas Family Code. For families from Bowie to the Gainesville area, the case turns on the state rules that govern how school professionals must handle suspected child abuse or neglect.

In its public statement, Bowie ISD said no district employee is accused of abusing or neglecting students. The district described the case as one involving Keeler’s alleged reporting duties under state law.

Texas Education Agency guidance says school professionals must report suspected child abuse or neglect within 24 hours. The agency says an educator does not meet that duty by only telling a supervisor or another administrator.

Bowie ISD’s 2023-24 district calendar listed Keeler as principal of Bowie High School, 341 East Highway 287 North in Bowie. A Bowie ISD BoardBook agenda for October 2024 also listed Joanne Keeler among campus administrators, documenting her prior Bowie ISD role.

Other school records connect Keeler to Denton and Cooke County. A Denton High School post identified Keeler as part of the Denton High administrative team, and Valley View ISD’s staff page listed Joanne Keeler as an elementary assistant principal. The Valley View listing gives the case a verified Cooke County school connection for readers around Gainesville.

Bowie ISD records show the high school was already going through an administrative change before the public arrest report. A March 16, 2026, board agenda listed Clay Cody as interim campus administrator and included action items to approve contracts and accept resignations. An April 20, 2026, agenda included closed-session personnel and student matters, followed by an open-session action item to hire a high school principal.

TEA says Senate Bill 571, passed in 2025, shortened the reporting window in Texas Family Code Section 261.101(b) for professionals, including educators and nurses, from 48 hours to 24 hours after first suspecting abuse or neglect. The agency also says school personnel are the largest professional source of suspected child-abuse and neglect reports in Texas.

TEA guidance says failing to report suspected abuse or neglect can bring criminal charges, civil penalties and loss of educator certification. The agency says state-jail-felony exposure can apply when a failure to report is intended to conceal misconduct.

State guidance also sets separate educator-misconduct reporting rules for school leaders. TEA says principals must report educator misconduct to superintendents within 48 hours, and superintendents must report qualifying allegations to TEA or the State Board for Educator Certification within 48 hours.

TEA says educator-misconduct investigations may involve certified educators, non-certified school personnel, contractors and service providers with direct student access. The agency says active criminal investigations or prosecutions can affect the timing of state educator-misconduct reviews.

TEA says formal educator investigations can place a warning on an educator certificate or lead to Do Not Hire Registry status. The agency’s public Do Not Hire Registry is the state search tool for people not eligible for employment in Texas school districts, charter schools, regional education service centers or shared-services arrangements.

The Montague County District Clerk’s office says its district-court records are available through the county’s Tyler online portal and that record requests may be emailed to the clerk’s office.
