Grayson sheriff's office joins Dallas-led task force on child exploitation

Grayson County commissioners approved an interlocal agreement Aug. 18 for the county sheriff's office to take part in the Dallas-led North Texas Internet Crimes Against Children Task Force, the same regional operation Cooke County deputies worked alongside during a sweep this spring. The agreement reimburses the sheriff's office up to $12,000 for that work and runs only through the end of September.

The item cleared on the consent agenda, listed as 7.2, and the court's official meeting video shows the vote was unanimous. The paperwork on file names the City of Dallas as the other party, not Dallas County.

By the terms of the agreement, the Dallas Police Department asked the Grayson County office to help carry out the purpose of the federal grant behind the task force. In return, the office commits staff and resources to internet crimes against children inside its own jurisdiction, agrees to accept appropriate referrals from Dallas police, and files performance numbers monthly and an activity report each quarter. Eligible costs include partial salary, overtime, training, travel and equipment. The term opened Oct. 1, which left about six weeks on it when commissioners voted, and the document accepts no reimbursement requests after Sept. 30.

Dallas City Council authorized the cooperative agreements in February and listed the Grayson County Sheriff's Office among the partner agencies, drawing on an Office of Juvenile Justice and Delinquency Prevention award covering the same year. Grayson's share came in above what the city set aside for the sheriff's offices in Collin, Denton and Tarrant counties, and above the supplemental amount the Grayson office drew in a 2023 round, city resolutions show.

The work already reaches Cooke County. FBI Dallas said Operation Soteria Shield, run in March and April, brought the North Texas task force together with more than 90 law enforcement agencies and ended with 276 arrests and 89 children rescued. The bureau's list of participating agencies included the sheriff's offices in both Grayson and Cooke counties.

OJJDP dates the task force program to 1998 and counts a national network of dozens of task forces spanning thousands of police and prosecution agencies. Those task forces ran close to 350,000 investigations last year and made more than 17,000 arrests, by the agency's own accounting, and trained roughly 73,000 officers, prosecutors and other professionals. Federal support behind the work has fallen in each of the last two budget years, to about $34 million in fiscal 2025.

The National Center for Missing & Exploited Children reported more than 21 million CyberTipline reports in 2025, including tens of thousands the center escalated as urgent or involving a child in immediate danger. The center also reported that tips with a generative-artificial-intelligence nexus rose from fewer than 5,000 in 2023 to more than 400,000 last year.
