Texoma Council of Governments (TCOG) is a voluntary association of local governments serving Cooke, Fannin, and Grayson counties. Its federally-funded Energy Services program provides utility co-payment assistance (CEAP) and home weatherization to low-income households, seniors, individuals with disabilities, and families.

Requirements
Submit a completed Utility Assistance Packet with copies of ALL of the following: (1) Proof of income for all household members age 18+ covering the last 30 days (pay stubs, Social Security/SSI/SSDI award letter, unemployment statement, child support, self-employment records, etc.); (2) Most recent utility bills (electric, gas, and/or propane); (3) Citizenship verification for every household member (birth certificate, Social Security card, U.S. passport, or eligible-immigration documentation); (4) Photo ID for each adult; (5) Proof of residency in Cooke, Fannin, or Grayson county (TCOG's three-county service area for in-person intake; the program territory also extends to Collin, Denton, Hunt, and Rockwall). Applications are accepted by mail or drop-off only - no email, fax, or online submission. Mail or drop off to: TCOG Utility Assistance, 1117 Gallagher Drive, Suite 200, Sherman, TX 75090.
Limits
Program is federally funded under the Comprehensive Energy Assistance Program (CEAP) and currently operates from a waitlist. Processing time after a complete application is submitted is approximately 8 weeks. Incomplete or outdated applications, or applications missing required documentation, will delay processing.
Eligibility
Household income must be at or below the Federal Poverty Income Limits applicable to the program (100% or 150% FPL depending on funding stream; income limits effective January 26, 2026 - e.g., a single-person household at 150% FPL is $23,940 annual income). Households containing seniors (60+), individuals with disabilities, or children under 5 are prioritized. Applicant must reside in TCOG's service area (Collin, Cooke, Denton, Fannin, Grayson, Hunt, or Rockwall county).

Weatherization Assistance Program (WAP)

Requirements
Submit the Weatherization Assistance Program application along with copies of: (1) Proof of income for all household members 18+ (last 30 days); (2) Most recent electric, gas, or propane utility bill; (3) Citizenship/eligible-immigration verification for every household member; (4) Photo ID for adults; (5) Proof of homeownership OR signed landlord-permission form if renting. Mail or drop off to: TCOG, 1117 Gallagher Dr., Suite 200, Sherman, TX 75090. Typical services after qualification include caulking and weather-stripping, ceiling/wall/floor insulation, AC duct sealing, HVAC tune-up or replacement, and indoor air quality analysis.
Limits
A completed application remains valid for twelve (12) months from the application completion date. Program funds home energy-efficiency improvements (not cosmetic renovations) and is administered through a waitlist.
Eligibility
Household income must be at or below 200% of the Federal Poverty Guidelines (effective January 26, 2026 - e.g., a household of 4 must earn no more than $66,000 annually). Households with elderly members (60+), individuals with disabilities, or children under 5 receive priority. Applicant must reside in TCOG's WAP service area, which covers 19 counties including Cooke, Fannin, and Grayson.
