Four Foundation Business Park projects seek later build deadlines in Denison

Four companies with projects at Foundation Business Park in Denison asked for later construction deadlines, and the Denison Development Alliance board took up the four requests at its regular meeting on July 16, according to the agenda posted on the agency's website. Together the projects cover 190,000 square feet of planned industrial space. Nothing in the DDA records reviewed for this report states why the companies wanted more time, and no posted document ties the requests to tariffs.

The requests went to the DDA board rather than the Denison City Council. The agenda asked the board to give Yong Tai Properties until June 1, 2027, to build an 80,000-square-foot facility, and to give FOH Furniture the same deadline to finish a 50,000-square-foot facility and obtain a certificate of occupancy. JCN Founders Industrial sought a September 1, 2026, date to begin work on a 30,000-square-foot warehouse. NH Industrial asked for until June 1, 2027, to complete a facility of the same size.

How the board voted is not yet on the public record. A check of the DDA document center on July 18 turned up the July 16 agenda but no minutes from that meeting, and the newest posted minutes for this year were dated May 29. An item on an agenda records a request for board action, not the outcome.

The park sits on Denison's north-side access network. The DDA counts State Highway 91 among the city's northern routes and says the park fronts that highway, with U.S. Highway 75 less than a mile away. The agency lists Foundation Business Park among the sites it markets to targeted industries. A DDA business startup and relocation guide puts the park at 57 acres and says the agency can offer qualified companies sites in its industrial parks free or below market rate.

Denison voters created the DDA in 1996 as a Type 4A public nonprofit corporation. The agency describes itself as separate from city government, funded by one-half percent of Denison sales tax, and covered by state open-records and open-meetings law with the exceptions written for economic development work.

Public spending at the park goes back years. A February 16, 2023, DDA agenda proposed recognizing about $543,000 from four tract sales or contracts there, along with $75,000 for planning and engineering and $450,000 for an industrial access street. In June 2025 the board considered adding $300,000 for installation of a water line to the park.

Industrial recruiting elsewhere in the area runs on comparable tools. The Sherman Economic Development Corporation markets its industrial parks with rail service, utilities and fiber already in place, plus incentive packages it tailors to individual companies.
