The county's current application packet says eligibility is reviewed using factors that include income, residency, public assistance and other qualifying criteria. The county's program policy names Grayson County Health Clinic as the primary care provider for all program clients. It also says clients must receive non-emergency care through that clinic.
The program is limited. The county application packet says the program does not pay for all medical needs. The policy lists excluded services and charges including cancer treatment, restricted medications, ambulance services, durable medical equipment, dental care, vision care, prenatal care, physical or occupational therapy, mental health services, and treatment of or hospital charges related to drug or alcohol abuse or overdose.
The June 23 agenda backup posted with the item lists several agreement documents, including an original Indigent Care Program Management Agreement from 2019 and a first amended agreement covering August 31, 2022, through August 30, 2026. The posted item identifies the new vote as Amendment No. 2 to the management agreement with the clinic.
Grayson County's 2026 adopted budget separately lists Department 606 as Indigent Health. The adopted budget sets total expenditures for that department at $1,854,271. It includes $1,476,000 for patient care-intergovernmental.
County indigent health programs operate within Texas Health and Safety Code Chapter 61, the state law framework for county indigent health care.
