Grayson County commissioners approved a City of Dallas agreement Tuesday at the Grayson County Courthouse in Sherman that places the Grayson County Sheriff's Office in the Dallas-led North Texas Internet Crimes Against Children Task Force for the current federal grant year, according to county records and the agreement. For Gainesville and Cooke County readers, the action matters because the task force works across North Texas, and a 2023 Dallas Police Department statement listed both the Cooke County Sheriff's Office and the Grayson County Sheriff's Office among agencies assisting one of its operations.
The county's public record identifies the agreement as being with the City of Dallas, not Dallas County. The agreement says Dallas Police asked GCSO to participate in the North Texas (Dallas) ICAC grant project after the Dallas Police Department received a U.S. Department of Justice Office of Juvenile Justice and Delinquency Prevention grant for the period from Oct. 1, 2025, through Sept. 30, 2026.
Under the agreement, GCSO is to provide staff and resources for internet crimes against children within its jurisdiction and accept appropriate case referrals from Dallas Police. The document allows the sheriff's office to seek reimbursement of up to $12,000 for approved partial salary, overtime, training, travel or equipment tied to combating internet-related crimes against children.
The ICAC item appeared as 7.2 on the Grayson County Commissioners Court consent agenda for the Aug. 18 meeting in the Commissioners Courtroom at 100 W. Houston St. The county agenda describes consent items as routine matters that are ordinarily handled with one motion unless a commissioner or citizen asks for separate discussion.
Dallas records show the Grayson County agreement is part of a broader Dallas ICAC grant structure. The Dallas City Council in February authorized federal grant funding for the same grant period and approved cooperative working agreements for investigation, prosecution, education and counseling work tied to the Dallas ICAC Task Force response to internet-related sexual exploitation of children. Dallas records list GCSO among funded partners for 2025-26 and show similar ICAC agreements for the prior three grant years also named the Grayson County sheriff's office.
Grayson County records also show a North Texas ICAC Task Force agency participation agreement was approved by commissioners in 2022. That history means this year's document continues a regional arrangement already reflected in county and Dallas records, rather than introducing the sheriff's office to the task force for the first time.
The regional work has included Cooke County agencies. In a 2023 statement on Operation Janus, Dallas Police said the North Texas ICAC Task Force and FBI Dallas targeted online sexual exploitation of children across North Texas, and the agency list included Cooke and Grayson sheriff's offices.
The pressure behind those cases has grown nationally, according to the National Center for Missing & Exploited Children. NCMEC reported that more than 2 million 2025 CyberTipline reports resolved to U.S. jurisdictions and said those reports are made available to ICAC task forces and other law enforcement agencies. OJJDP describes ICAC as a national network that helps law enforcement handle technology-facilitated child sexual exploitation through investigations, forensics, training, victim services and community education.
