City records show the Sherman City Council put water and solid-waste rates into its 2026-27 budget review in June and returned to solid-waste rates at its July 20 meeting, where a city packet compared Sherman with published rates from municipalities in Grayson County and Collin County. The July 20 table listed Sherman's combined monthly solid-waste and water/wastewater total at $82.41, below Gainesville's $129.18 and the listed totals for Denison, Howe and Van Alstyne.
Gainesville was included in the city's outside comparison group. Sherman was listed at $15.30 for solid waste and $67.11 for water/wastewater. Gainesville was listed at $22.51 for solid waste and $106.67 for water/wastewater, totaling $129.18.
The same city table placed Denison at $143.24, Howe at $143.78 and Van Alstyne at $131.80. Each was higher than Sherman's $82.41 combined total in the city's published-rate comparison.
The July 20 council packet says Mayor Shawn Teamann had asked staff to compare Sherman's enterprise funds with municipalities in Grayson and Collin counties. The solid-waste-rate item was informational, according to the packet, and no council action was requested.
The record also limits what can be concluded from the comparison. The table identified the county list as cities in Collin and Grayson counties with published rates and also included some outside comparison cities. It did not present the lowest figure as a review of every possible provider tariff.
A separate June 11 Budget Workshop record shows the 2026-27 budget review included rate work before the July presentation. The agenda listed the workshop as a budget review, and the city's media record marked separate segments for a water-rate breakdown, a water/wastewater rate study update and solid waste.
Under Sherman's code, a utility bill includes charges for water, sewer and solid-waste collection. The code says rates for those city services are established by ordinance and says water and sewer rates are reviewed each year and set by the City Council.
Sherman's adopted 2025-26 budget gives the recent rate backdrop. The city's budget page says the utility-rate plan for that budget year resulted in a 6% increase for residential accounts and an increase of about 9% for commercial accounts.
The July 20 material did not ask council members to adopt rates at that meeting. It placed the comparison in the council's budget discussions as Sherman reviewed enterprise-fund costs and local rate levels.
